To use the Local Scale tool

  1. In the Local Transform toolbox, select the Local Scale tool.
  2. In the tool settings dialog, specify the Block Area and Active Scale Method.
  3. Enter a first point, then a second point to draw a block around the area to scale.
  4. Enter a point to move about, then enter another point to define the distance and direction.
